I read this editorial recently (below) - though it is dated I'm sure - and was thoroughly amazed at the audacity of these guys!  Here they are in the Sunny Florida Keys white beaches all around and great diving and they see fit to take advantage of "Joe Diver".

In a nutshell some  - most - of the dive shops in Sunny Southern Florida keys and the dive charters cooked up a scheme to bilk divers for what is already free - diving in the Atlantic !  So, on top of the dive charter rates they added a "Dive on the Grove Tax" all for their own benefit.  In order to dive on the Grove you had to purchase a fake coin medallion that gave you "life time permission" to dive on the public wreck or a one time use plastic chit.  Of course if you had your own boat and the skills you could go on your own but you could not get a charter without one of these medallions.   

Permission to dive in a National Marine Sanctuary - in the Atlantic Ocean!  Hunh !?!?

You should really read this one and watch out on your next Fla trip to the Grove!!
